Builders and plumbers in Southgate, N14

Southgate began as a small settlement by the south gate of Enfield Chase. Its centre now gathers around Charles Holden’s grade II* station and the bus interchange beside it. Enfield’s Core Strategy notes that this centre lies close to the Barnet boundary. Before any drawing is started, we confirm which council decides for the exact address. Then we check which conservation area and Article 4 schedule apply.

Enfield or Barnet? Settling the Southgate approval route

Southgate is a ward in the south-west of Enfield. The council’s ward profile lists its neighbours as Arnos Grove, Palmers Green, Winchmore Hill, Grange Park, Oakwood and Cockfosters. Enfield’s Core Strategy adds a caution: the Southgate centre is close to the Barnet boundary. Ward and postal lines do not follow the name a neighbourhood is known by. A house described as Southgate may therefore fall within Barnet.

That question is settled first, because everything else depends on it. The planning authority, its local plan, its conservation-area appraisals, tree consent and highway licences all sit with one council. For an Enfield address, the Development Management Document adopted in 2014 still guides decisions while the new Local Plan is examined in public. An address across the line follows Barnet’s documents instead. We confirm the authority for the exact address from council records, and only then read the maps, policies and directions that bind it.

Southgate Circus: the Holden station at the heart of town

Southgate station opened in 1933 on the northern extension of the Piccadilly line. Historic England’s list entry names Charles Holden as its architect and places the building in the Enfield district. In 2009 it was raised from grade II to grade II*. Enfield’s appraisal connects that upgrade with a growing appreciation of 1930s buildings and of Holden’s work.

The station anchors the Southgate Circus conservation area, designated in 2008 and set within the town centre. The appraisal describes land in mainly retail and commercial use, focused on the station and bus station as a transport interchange. It also recalls that the early railways kept away from Southgate because of its hilly terrain. Works that affect the station building’s special interest need listed building consent as well as any planning permission. New fascias, replacement windows and rooftop plant around the Circus are drawn and checked against the appraisal before an application goes in.

Georgian Southgate Green and its later extensions

Southgate Green became a conservation area in 1968. In 1994 the boundary grew to take in the Walker Cricket Ground and Southgate Cemetery. After the 2006 appraisal, a small extension added 1-21 Cannon Road. Enfield’s appraisal describes how the Green was transformed by a fine group of substantial Georgian houses intended for the well-to-do. A restored Georgian group dominates its north-eastern corner.

The appraisal divides the area into character areas, with the High Street and the east side of the Green treated as Character Area A. On a Georgian house we record brickwork, render, windows, roof coverings and chimney stacks before proposing repairs. Soft lime mortars and matching joinery are specified where the original fabric calls for them. A later house inside the boundary is treated with the same care at its street face, since conservation-area controls apply to it too.

Article 4 directions across Southgate Green and Meadway

Enfield has made more than one Article 4 direction affecting Southgate. To protect the special architectural character of houses within the Southgate Green conservation area, an Article 4(2) direction has been made. Enfield’s 2006 schedule also lists the Green, with controls that include roof alterations and painting exposed brickwork or unpainted render. Which classes apply changes from one address to the next, so the schedule is read entry by entry.

A 2009 direction then reached parts of the Abbotshall Avenue and Southgate Green conservation areas. It withdrew permitted development rights for a gate, fence, wall or other enclosure fronting a highway, open space or waterway. Meadway, designated in November 2008, has a direction of the same year covering painting of exteriors that front a highway. None of this can be read from a street name alone. We record which direction, if any, lists the exact address before a scope mentions a roof, a wall, a front gate or paint.

Grovelands, Abbotshall Avenue and the Lakes around Southgate

Several protected areas meet around Southgate, so a boundary can run between two neighbouring houses. Abbotshall Avenue, designated in 2008, lies south-west of Southgate Green and east of Waterfall Road, on a gentle slope down to Pymmes Brook. Meadway sits a short distance south-east of Southgate Circus, continuing as Greenway and Bourne Avenue to link with the High Street. The Lakes conservation area lies between Palmers Green and Southgate Green.

Grovelands Park is a grade II* registered landscape park and lake by Humphry Repton, laid out in the late eighteenth century. Historic England notes that the Lord’s Grove estate once lay between the villages of Southgate and Winchmore Hill. The park is on the Heritage at Risk Register, generally satisfactory but with significant localised problems. Where a garden adjoins historic parkland, extensions, outbuildings and lighting are designed with that setting in mind.

Protected trees and the culverted Houndsden Gutter in Southgate

Enfield protects every tree within a conservation area unless an exemption applies. Formal consent is needed to prune or remove a protected tree, and a tree preservation order can protect trees outside those areas too. Before a Southgate garden is cleared for an extension, we record trees on and beside the site. The council is notified in advance of any conservation-area tree work.

As lead local flood authority, Enfield handles local risk from surface water, groundwater and small watercourses. Its 2021 strategic flood risk assessment says the Houndsden Gutter rises north of Southgate and drops around 60 metres to meet Salmons Brook. Much of it runs in culvert through an urbanised catchment. The Development Management Document requires a groundwater flood risk assessment where usable space is created below ground in an area at risk. A cellar or basement scheme therefore begins with the flood position for the exact address.

Shopfronts and upper flats in the Southgate district centre

Enfield’s adopted Core Strategy names Southgate as a District Centre, alongside Palmers Green, Edmonton Green and Angel Edmonton, and commits to supporting and strengthening it. The same plan lists Southgate Green and the High Street among its Local Parades. The emerging Local Plan, consulted on in March 2024, keeps Southgate as a district centre. Its vision draws the centre’s identity from the listed tube station and other heritage assets.

Southgate Green’s appraisal describes the Cannon Hill parade as Edwardian and interwar shops with flats above. A flat over a shop is often held on a lease that reserves the roof, main walls and rear yard to the freeholder. We read that lease and obtain the freeholder’s or managing agent’s written consent before pricing. Access through a trading shop is agreed with its occupier, so deliveries and noisier work fit around its trading pattern.

Licences, notices and in-house delivery for Southgate work

Once the council, the designations and the tenure are clear, a written scope is prepared. The work is then carried out in-house by Hampstead Renovations for building projects or by Hampstead Maintenance for repairs and upkeep. Building Regulations approval runs separately from planning permission, and a scheme may need both. Where work affects a party wall or digs close to a neighbour’s foundations, notices under the Party Wall etc. Act 1996 are served first.

In Enfield, a skip company must register with the council before placing a skip on any road. Scaffolding or hoarding on a public road or pavement also needs a licence. Controlled parking zones are marked with yellow lines, and signs at their entrances show the restricted hours. We read those signs on the exact street and time deliveries to suit. A Barnet address follows that council’s own licensing. At handover the file holds consents, drawings, notices and photographs of concealed work.

Details that sharpen a Southgate brief

  • The full address, and whether your council tax bill names Enfield or Barnet.
  • Whether it is a whole house, a flat above a shop or a converted flat.
  • For leasehold homes, the lease and the freeholder’s or managing agent’s contact details.
  • Any Article 4 letter, planning decision or listed building consent already held.
  • Photographs of the front elevation, roofline, front boundary and each affected room.
  • Trees in or next to the garden that the work could reach.
  • Any history of cellar water, blocked drains or damp after heavy rain.

Southgate approvals to settle before work starts

  • Confirm from council records whether Enfield or Barnet is the planning authority.
  • Check the Southgate Green, Southgate Circus, Meadway and Abbotshall Avenue boundaries on the map.
  • Read each Article 4 schedule for roof, paint and front boundary controls at the address.
  • Give the council advance notice before any conservation-area tree is pruned or felled.
  • Obtain listed building consent wherever the building or an attached structure is listed.
  • Choose the Building Regulations route and serve party wall notices before opening up.
  • Arrange the skip registration and scaffold licence the relevant council requires.

Questions about home services in Southgate

Is my Southgate home in Enfield or Barnet?

Enfield’s Core Strategy records that the Southgate centre is close to the Barnet boundary, and neighbourhood names do not follow council lines. The council named on your council tax bill is a sound first indication. We then check the planning authority’s own records for the exact address before reading any policy. An address across the line follows Barnet’s local plan and conservation-area rules instead.

Does work beside Southgate station need listed building consent?

The station is listed at grade II*, so works to the building itself need listed building consent. Enfield’s appraisal records that the listed complex takes in Station Parade as well as the booking hall and platforms. We check the National Heritage List entry for each address. Buildings around it may still fall inside the Southgate Circus conservation area. External changes there are judged against its appraisal, with the station’s setting in view.

Can I paint the brickwork of a house on Southgate Green?

Check before any paint is bought. Enfield’s 2006 direction schedule for the Green brings painting of exposed brickwork or unpainted render under control, though the classes differ between addresses. Meadway’s 2008 direction also covers painting of exteriors that front a highway. Where a direction applies, planning permission is needed first. We read the schedule for the exact address and prepare any application before work is booked.

Can a Southgate cellar become living space?

That depends on the site, and flood risk is assessed before design. Enfield asks for a groundwater flood risk assessment before space below ground is created in an area at risk. The Houndsden Gutter rises north of Southgate and much of it is culverted, so drainage is studied early. Building Regulations approval, party wall notices and any planning permission follow from the same survey.
